Jeffrey J. Don is the founder and Chief Executive Officer of C3 International, with more than four decades of experience spanning international business, law, finance, technology, strategic consulting and complex project development. His work has consistently involved the integration of companies, governments and institutions, capital, technology and people operating across different legal systems and business cultures.
International Practice
Don began his international career in 1980, founding the first of two full-service law practices focused on representing Asian and Asian-American companies. Over the decades that followed, that work evolved into a broader international practice encompassing cross-border finance, corporate structuring, technology, investment, market-entry strategy and international project development.
During the mid-1980s he served in the lead legal role in the major debt restructuring and refinancing of Lo’s Mee Kwong Garments & Textiles, a Hong Kong-based international textile enterprise with multinational operations, involving approximately $150 to $200 million in debt and financing. At a time when Hong Kong insolvency law principally contemplated liquidation, the restructuring developed a structure through which the operating companies could continue and obtain additional financing.
Technology, Finance and China
From 1990 to 1994 Don served as Director and General Legal Counsel of Andor Asia in Hong Kong, affiliated with the technology enterprise associated with computer pioneer Gene Amdahl, advising on the financing, establishment and Asian market-entry strategy for then-advanced mainframe computer technology.
In 1997 he founded Telecom Sino Group, growing the organization from startup to approximately 30 personnel within its first year. Through Telecom Sino he served as one of the principal architects of a major China telecommunications market-entry strategy involving Verizon and IBM, known internally at Verizon as Project Crest. The project integrated U.S. telecommunications and computer technology with Chinese participants and involved approximately $120 million in financing.
International Strategic Architecture
These experiences helped shape the approach Don now brings to C3: understanding the individual components of a complex international undertaking and developing a practical structure through which companies, capital, technology, institutions and people from different countries can work toward a common objective.
That approach is reflected in C3's BEWE, Best of East and West, methodology, which seeks to combine complementary Eastern and Western resources and capabilities in international projects.
The Americas
Since 2016, Don has applied this approach to major infrastructure and development opportunities in the Americas, including a proposed Honduran transoceanic transportation corridor and the broader use of infrastructure as a catalyst for industrialization and economic development.
Across the different industries and regions of his career, the underlying objective has remained consistent: connect the pieces, align the interests and architect the structure that allows an international opportunity to move forward.
